The European Chemicals Agency (ECHA) has made available the finalised version of Part F of their guidance on information requirements and chemical safety assessment, entitled "Chemicals Safety Report." The complete guidance sets out the information requirements under Regulation (EC) 1907/2006 on the registration, evaluation, authorisation and restriction of chemicals (REACH), with regard to substance properties, exposure, use and risk management measures. It is designed to assist those conducting chemical safety assessments and preparing chemical safety reports.
A chemical safety report may be required under REACH as part of a registration dossier, an authorisation application or a downstream user's obligation. It should summarise the risk management measures and declare that they will be implemented and communicated. In addition, the report will identify the substance to which it relates, and its physical and chemical properties, along with details on its manufacture, use, classification, labelling, environmental properties, human health hazard assessment, chemicals assessment, exposure assessment and risk characterisation.
In other chemicals news, the Export and Import of Dangerous Chemicals Regulations SI 2008/2108 have been published, and will help to enforce Regulation (EC) 689/2008 on the same subject. The new provisions will continue to implement the Rotterdam Convention within the EU by maintaining existing controls on the export and import of such chemicals. They also preserve the common notification procedure for the export of the chemicals that are banned or severely restricted and prevents their import unless explicit consent from the importing country has been obtained.
The Regulations also make provision for the export of chemicals close to their expiry date, their packaging, labelling and information exchange as well as their safety, storage, transit and trading details.
