Proposals for an eight hectare site on the Edge Lane gateway into Liverpool are due to be discussed by councillors.
Proposals include the movement the current the city's fruit, vegetable and flower market from a rundown building to a new site and create a food hub that includes parking, a cafe and public toilets.
While half of the site has been designated as a new home for a Merseyside Police patrol hub, some of the site will be used to rebuild a primary school and 160 homes.
