A proposed wind farm near two designated areas of outstanding natural beauty and the Jurassic Coast in Dorset has been refused.
Navitus Bay Development Limited's application was for an offshore wind farm consisting of 194 turbines with a maximum installed capacity of 970 megawatts.
The Department of Energy and Climate Change (DECC) said the project would have an unacceptable impact on the local landscape and tourism industry.
Simon Ridley, the Planning Inspectorate's chief executive, said: "Alongside national policy and evidence of the the need for the project, the views and comments from the communities, particularly those near the south-east coast of England who might be affected by the proposal, greatly assisted the Examining Authority in considering the overall impacts of the project."
RenewableUK declared the refusal a missed opportunity. Maria McCaffrey, Chief Executive of RenewableUK explained: "We're failing to capitalise on the UK's superb offshore wind resource and the economic benefits it brings."
According to Ms McCaffrey, this plan had the potential to add £1.6 billion to the economy of the region as well as up to 1700 jobs.
