In his first major speech as new leader of the Liberal Democrats, Sir Menzies Campbell claimed his party must embrace stringent green taxes and urged them to "think afresh". He signalled his support for controversial higher taxes on air travel, with allies suggesting that petrol and domestic fuel could be next on the agenda. This plan would be a move away from a single fixed tax rate and is based around a tax system which is lighter for those on low incomes and provides incentives for companies and individuals to behave in a way that sustains the environment.
