All I want for Christmas is a safe market

Christmas markets and festive events have become an annual tradition for many people through December.

However with big crowds and temporary structures brings safety implications, and as they become even more popular every year, there are ways to make sure these Christmas events pass the necessary safety laws.

Christmas events "disappearing due to red tape"

News outlets have reported claims that community Christmas events are at risk of disappearing because of "overwhelming" paperwork around health and safety.

Event organisers in Lincolnshire told the BBC in November that requirements covering potential threats from terrorism, bombs and even drones were becoming "too onerous" and that local authorities were expecting organisers to cover "absolutely all eventualities".

In October, Sheffield City Council cancelled its Christmas light switch on event for a second year in a row over safety concerns. The Council said that the safety of attendees could not be guaranteed while construction work goes ahead in Fargate, a shopping area in the city.

With safety concerns continuing to stop Christmas markets and events from going ahead, what "Elf & Safety" procedures need to be considered?

How to protect the Christmas spirit?

Steps that event organisers could take to protect the public whilst also allowing them to enjoy the festivities include:

  • carrying out a comprehensive risk assessment;
  • deploying a heavy police presence including armed officers and plain clothed officers mingling amongst crowds;
  • providing staff with anti-terror training;
  • increasing security checks and partnering with a trusted security provider;
  • using access control measures to prevent unauthorised entry;
  • putting in place temporary concrete barriers or surface-mounted barriers around the site;
  • monitoring crowd control and implementing crowd control measures to minimise the risk of accidents;
  • using CCTV for surveillance for prompt responses to potential security issues;
  • ensuring there is adequate lighting to deter criminals and prevent accidents;
  • providing first aid stations with clear signage to ensure you can treat any accidents or medical emergencies;
  • communicating emergency procedures amongst security teams and event planning teams to ensure a swift response to any issues.

How can I stay safe and merry?

There are many ways for individuals to stay safe whilst visiting Christmas markets and events this December, including:

  • keep your bag secure and zipped, and make sure there isn't anything in your pockets;
  • know the market or event layout and emergency exits, including information and first aid points;
  • dress for comfort and safety, dressing in layers to keep warm and wear non-slip shoes for icy paths;
  • stay close to your group and agree on a meeting point in case anyone gets lost;
  • stick to well-lit and crowded areas;
  • be careful on uneven ground, especially around temporary stalls, ramps and cobbled streets;
  • be mindful when handling hot foods or drinks that could cause burns if spilt.
