England new homes delivery remains static

According to the Department for Levelling Up, Housing and Communities, the government missed its new homes target by more than 65,000 last year.

In 2021-22, 234,460 homes were built in England, which was an 8% rise on the previous 12 months.

The government's annual target for new homes is 300,000 annually.

However the Department revealed that 234,400 homes were built in England in 2022-23, which is down by 70 on the previous year.

Last year's total comprised of:

  • 212,570 new builds;
  • 22,160 gains from change of use between non-domestic and residential;
  • 4,500 from conversions between houses and flats; and
  • 640 from other gains such as caravan and houseboat conversions.

The figures show 9,492 of the new homes came from change of use through permitted development rights. These comprised of:

  • 7,903 homes from former offices;
  • 534 from agricultural buildings;
  • 59 from storage buildings;
  • 103 from light industrial buildings;
  • 451 from commercial, business and service use buildings; and
  • 442 from other non-domestic buildings.
