SEPA consult on a WEEE Charging Scheme

The Scottish Environmental Protection Agency (SEPA) seeks views of the public on the proposed charges for operators of schemes covered by the Waste Electrical and Electronic Equipment (WEEE) Regulations SI 2013/3113 who are registered or have their principal place of business in Scotland, Wales or England or outside of the UK.

They will apply from 1 October 2019 onwards for the compliance periods beginning in 2020.


Each of the environment agencies has a charging scheme which covers the administrative and regulatory costs covered by the WEEE Regulations. In 2018 the Environment Agency published their charges for WEEE operators, which then resulted in different charges for different jurisdictions (fees in England were broadly higher than in Northern Ireland, Scotland and Wales).

Subsequent to the charging scheme set out by the Environment Agency, the Waste Electrical and Electronic Equipment (Amendment) (No. 2) Regulations SI 2018/1214 came into force on 1 January 2019 and included amendments to the charging provisions. Those amendments introduce a charging system which is based on a producer's registered office or principal place of business.

Proposed charges

The proposed changes in charges is for WEEE compliance scheme members who are registered or otherwise have their principal place of business in:

  • Scotland to pay fees in accordance with a SEPA charging scheme;
  • Wales to pay fees in accordance with Natural Resources Wales charging scheme; and
  • England or outside of the UK to pay fees in accordance with the Environment Agency charging scheme.
