DECC consult on consolidation of confusing Emissions Trading Scheme

The Department of Energy and Climate Change (DECC) are seeking views on proposals to consolidate and simplify UK regulation of the EU Emissions Trading System (EU ETS), ahead of changes to be introduced by Phase 3 of the EU ETS in January 2013.

The proposed changes include the consolidation of 13 Regulations into one Statutory Instrument, the introduction of an opt out scheme for eligible small emitters and hospitals, and a move from a mixture of criminal and civil penalties to a civil penalty regime only.
