These Regulations apply to England, Scotland, Wales and Northern Ireland and came into force on the date specified in the London, Edinburgh and Belfast Gazettes. 

They make provision so the 1999 Protocol to the Convention on International Carriage by Rail, 1980 (COTIF), will have the force of law following its ratification
